Your Voice Matters: Protect Penela From Noise Pollution

The Municipal Master Plan (PDM) is the framework that defines the development and land-use strategy for our municipality. Your voice is essential to ensure this plan reflects the real needs of our community.

The latest PDM proposes sweeping acoustic zone changes that threaten to strip away your right to a peaceful living environment. As Penela shifts toward heavier industrialization around the A13 artery and the PENELI business park, we must act to ensure residents can continue to enjoy quiet areas.


The Issue: Sneaking in Higher Noise Limits

The proposed PDM attempts to bypass noise pollution issues by introducing massive administrative hurdles. Specifically, it aims to rezone the majority of our Sensitive Zones—shifting the allowed limits from <55 dBA (daytime) / <45 dBA (nighttime) to the significantly louder Mixed Zone limits of <65 dBA (daytime) / <55 dBA (nighttime).

This drastic increase directly impacts virtually all surrounding villages, including:

Warning: This proposed change is a clear breach of both the national Noise Regulation (Regulamento Geral do Ruído) and the European Noise Directive. Without a strong community challenge, the Câmara will proceed unchecked.

How You Can Help

Please contact the Câmara Municipal de Penela to formally lodge your opposition to the acoustic rezoning. Demand that these changes be halted until independent acoustic testing and technical feasibility studies for noise mitigation are conducted. Just an email is acceptable but to ensure they do not deny receiving the opposition physical mail is a good follow up.
